François Bureau

François Bureau, Senior Associate at David ​​Pratt & Associates in Ottawa,
combines 24 ​​years of global consulting experience with a ​​distinguished
20-year career in the Canadian ​​Armed Forces. He's renowned for his ​​
expertise in defence, public safety, and ​​federal procurement, having led
strategic ​​initiatives at CGI prior to joining DPA.

François Bureau has 24 years of Global consulting experience in Defence, Public Safety and Security, Supply
Chain, E-commerce and Postal sectors. A well-respected Logistics Officer, François also enjoyed a 20-year
long career in the Canadian Armed Forces. He is Senior Associate with David Pratt & Associates, a
government relations and strategic consultancy firm located in Ottawa, Canada.


Prior to joining DPA, François was a Senior Account Executive and Client Engagement Director at CGI for 15
years. He led numerous account teams delivering consulting, system integration and outsourcing services
to some of the largest departments, agencies and Crown Corporations within the federal government. He
has developed deep expertise in the federal procurement process while spearheading numerous large and
complex response submissions. He also gained broad experience in complex strategic sales, delivery and
partnership environments.


From 1993 to 2002, while at Andersen Consulting/Accenture, François was recognized as a highly committed
leader who consistently built high performance teams for clients in the federal, provincial and municipal
jurisdictions. He was Program Manager for the New-Brunswick enhanced 9-1-1 initiative (94-97), reaching
out to 170,000 households and business premises, 780,000 citizens, 350 emergency service providers,
promoting safety and time sensitive information during service activation. From 1997-99, as Program
architect, Year 2000 Project, François coordinated all of Canada Post Corporate-wide remediation plan and
contractual baseline activities performed by external systems integrators, software & hardware vendors
and internal IS-IT repair teams. Promoted to Associate-Partner in 2000, he led the formation of the supply
chain competency group within the Canadian Government practice as well as becoming the practice lead
for Defence and government on-line initiative.


François began his career in the Canadian Armed Forces as an officer cadet at the Collège Militaire Royal
de Saint-Jean and graduated in 1978 with a Bachelor Degree in Administration. After completing a one-year
research assignment at the Operational Research Analysis Establishment (ORAE) in Ottawa, he was posted
to 4 CMBG, Lahr, West Germany from 1979-83. As a Lieutenant, he was OIC “A” platoon, 4 Svc Bn for two
years. Promoted Captain in 1981, he served as OC Support Troop, 4 HQ & Signals Squadron. From 1983-85, he
served as G4 Operations and Supply with 5 CMBG in Valcartier. From 1985-93, François was assigned to the
CF Supply System Upgrade Program Management Office at Headquarters in Ottawa. Promoted to Major in
1986, he first held the position of Senior Functional Analyst and then appointed Operational Requirements
Coordinator leading up to the release of the Request for Proposal and evaluation of supplier’s responses in
1992-93.


François received the “Award of Excellence” from the Logistics Branch upon graduation at CMR in 1978. He
completed his MBA at the University of Ottawa in 1990. He is currently a Board member of the CMR ex-cadet
Foundation.
